    First published in 1992. The present volume belongs to a series focusing on the evaluation of development assistance. This series is part of a research and publishing programme under the auspices of the Working Group on Aid Policy and Performance of the European Association of Development Research and Training Institutes (EADI). Two volumes have already appeared. The first focuses on the performance and economic impact of food aid and the second on the evaluation policies and performance of some European countries. The papers were presented at a workshop in March 1990 organised by the Norwegian Institute of International Affairs at Lysebu, on the outskirts of Oslo.
